Biography

Michael C. Smith is a partner in the Siebman, Burg, Phillips & Smith LLP law firm in Marshall, Texas, where he specializes in civil litigation in federal court, with an emphasis on intellectual property and product liability litigation.
Michael served as chairman of the Local Rules Advisory Committee for the U.S. District Court for the Eastern District of Texas from 2000-2009, and editor of O'Connor's Federal Rules * Civil Trials, a rulebook on procedure in federal courts since 1998. He is a past president of the Eastern District of Texas Bar Association, and a former member of the State Bar of Texas Board of Directors where he represented the 25 counties of district 1 (northeast Texas). He has previously served as president of the Harrison County Bar Association (2004) and East Texas Trial Lawyers Association (2004-2005).
Michael received his bachelor’s degree from East Texas State University, his master’s degree in public administration from the LBJ School of Public Affairs at the University of Texas at Austin, and his law degree from Baylor University. Before entering private practice, Mr. Smith was a law clerk for the late U.S. District Judge Sam B. Hall, Jr. of the Eastern District of Texas.
Michael and his wife, Harrison County Treasurer Jamie Marie Noland, have three sons, Grayson, Collin and Parker.
